Who is Cogent (Skills)?
Cogent Skills (often simply “Cogent”) is the UK’s sector skills council for science-based industries. It works to develop, design, and deploy skills programmes in collaboration with employers and the government.
Why did the MHRA collaborate with Cogent?
The MHRA (Medicines and Healthcare products Regulatory Agency) collaborated with Cogent to jointly develop the Responsible Person Gold Standard and its corresponding Training Standard. This was first published around 2014 and is a competency framework that defines the skills required for the Responsible Person (RP) role in pharmaceutical distribution, encompassing not just technical knowledge but also behavioural skills like leadership, communication, and business improvement.
The partnership then enabled Cogent Skills to assess and formally recognise RP training courses that align with this Gold Standard. Training providers that pass a rigorous quality assurance process, covering mapping of learning objectives, trainer qualifications, and quality systems, can award certificates to delegates, which include the Cogent Skills and MHRA logos.
